Is it possible to get the I frame to display something from another page but not have to have the item to be displayed set at the top of the page?

If I understand your question correctly, in the link to the iFrame, add a bookmark reference in the page link itself. Of course, you will have to add a bookmark anchor to the page that populates the iFrame.
