It seems not possible to render/re-render whatever format (JPG,PNG.GIF ...etc)
to whatever other format (JPG,PNG,GIF)

Also you cant reduce a JPG to less bytes...allthough external programs will reduce them
to less then 40 % .

LarryD found a work around wich after you imported it to work-area
you change it's size by at least 1 px ..then the reducing re-formatting will work.

Shouldn't be like that.

SiteSpinner is not an image editor, although it does have some of those functions. If it sees no need to re-render an image (making a fresh copy) then it won't do so. If it does re-render, then for the new image, the format and quality are determined by your Rendering File settings.

As you discovered, you can force a re-render by making a minor size change -- shading will also do it.
