Hi, I need a flash program so I can do some fancy image and text effects. I am a complete beginner so I only want basic software to start.

I would prefer some free software to start with if there is such a thing or I may consider spending a small amount

You don't want the free stuff. While most work OK, they require a good working knowledge of flash and activeacript to get something useful.

CoffeeCup.com has FireStarter which is probably the cheapest you will find. You can also try before you buy.

Tried Firestarter and it is just what I need and easy to use.
