I don't see any particular reason why you couldn't so in my opinion yes, you can.

You can handle the most common meta tags in SS using Page Editor > Title, Meta Tags tab. More information in Tutorials here. Some of the meta tags can also be included in the header. It depends on what meta tags do you want to include.

Now I understood your initial question Red Face. In SS basic you can't. If you work with SSPro you can place the meta tags on a page as a Code Object (selecting 'in Header' placement) and then include the object on the pages where you want to have your meta tags.
