I am creating my web page and will like to give viewers the option of registering in my guestbook. To summarize
1)I want people to sign in and provide name and e-mail
2) I want to receive an e-mail from "opt-in" viewers confirming registration
3) Can this be linked to my e-mail program?

I am not sure but it sounds like you want to have a form on your site. A good place to start is the Tutorial on creating forms that can be found here. There are also several third party solutions like WebFormDesigner, that are easy to incorporate into SS.

When you say you want people to "sign in" are you talking about usernames and passwords? That's a bit more difficult than simply putting an email form on your site.

No I do not want user names and passwords; just name and e-mail.
