On my website I want to open an Iframe that eventually opens a SSL page for Credit card information. How can I get the browser to display the LOCKED Icon.. or what is the approach I need to accomplish the task.. (make my entire web site HTTPS then invoke the Iframe https page)

I think displaying the locked icon is a browser issue and is performed when it detects an secure connection with valid credentials.

In my experience, you will not be able to open a secure page in an i-frame unless the i-frame is part of a secure page. Once the browser issues a request for a secure page using a https:// header, it will automatically switch to a new window/tab to display the secure content since a secure and an open (unsecure) connection cannot exist at the same time on the same page.
