It would be helpful if I could "size" the work area to corespond to the acutal "display" area along with the associated rulers. That is if I could set the size of the work area to be 800X600 and have the rulers sized accordingly so that exact centering and poitioning could be determined. Then when displaying in the browser window it would align properly.

Not sure what you mean by 'size the work area'. You can set the work area to correspond to a specific resolution, to do that, first make sure you click on the Guide Border, which will display a resolution of 800/600 by default. Now go to Options > Project Options. You can know define the size of the Guide Border. The Guide Border will effect how objects are positioned on the screen.
