Could the LAST POST date of each forum and the individual post entry have the year with the month and day?

You may need to set your forum preferences. At the top of this page, use Go > Personal zone > My Time Display. With Community timezone and format, I see both date and time displayed for all posts.

If that does not help, can you be more specific about exactly where you expect the date to be displayed, and its format if that is important?
