Hi,
PLease tell me how to create the page so that in the 1024x768 resolution i get on each side a blank line and in 600x800 no lines.

im not entirely sure what you want doing but try centering the page

To add to that. Go to Options > Project Options and set the Target Resolution to 800/600 and click OK.

Now enable the Guide Border (icon on the top tool bar).

Design your site horizontally within the blue boundary.

Now do as Bruceee suggested, see here for more on that.
