It would be nice if you could specify which sides of a box you want outlined, instead of just all or nothing. Is that currently possible?

Yes, but you need to specify the CSS code to do it yourself. You can add the required CSS (hint: use the border attribute of an object) via a code object or a custom header, depending upon which version of SS you are using.
